Tweed Shire Council was dismissed in May 2005 after a report by commissioner Maurice Daly found big discrepancies in electoral funding declarations from Tweed Directions, a secretive organisation of developers which was behind the most well-funded council campaign ever run in regional NSW.

The pro-developer group spent up to $633,000 to ensure a pro-development majority on the council.

Professor Daly's findings have ramifications across NSW, as he found the state's electoral laws are "incapable of stopping the determined efforts of entities who might see a substantial benefit in determining the make-up of a local government body".
